This is so pretty. You have discovered a vintage (probably 70s or maybe 80s) cloisonne belt buckle with a blue & gold border, rose and blue flowers and a butterfly. Just lovely. Very clean with little to no signs of vintage wear.
The buckle measures 2-3/8 by 1-1/2 inches. A terrific addition to your vintage costume jewelry collection.
